Ha. I understand what you're saying here - definitely about the last sentence. If nobody takes ownership, nothing gets done.

However, I do need to defend the government workers. I have worked with the government (state and federal) directly and tangentially for years. It is filled with people who are extremely passionate about what they're doing. Yes, I see a fear of accountability in some places, but I would say the people who have the "just doing my job" attitude are in the minority.

What if you want to be accountable, but you get diluted in a big group and it is almost impossible to overcome the obstacles?

Great question.

First, you can hold you and your team accountable and act as the example. Then I would recruit other team leaders to do the same. Worse case, you'll get promoted in your career. Best case, you create a culture of accountability.

accountability is big and often what is lacking. It becomes glaring in organizations where there is a lot of finger pointing. 🫵
